Primary Responsibilities and Duties

1.?????? Oversee the Billing and Collection (B&C) activities to support all State funds, Solix and its subsidiaries, and any new lines of business.? This also includes the process of applying late payment and late filing penalties consistent with state regulations.? Responsible for the timely and accurate work of direct reports and for communicating the rules of each State USF

2.?????? Set the department direction for review by the Director and be accountable for all departmental activities as well as the interfaces and information flow that B&C has with treasury, general accounting, accounts payable, and the State USF's

3.?????? Develop policies and procedures for the startup of all new business lines successfully bid by Solix. Develop and document consistent policies and procedures across business lines and monitor on a continuous basis.???

4.?????? Review and reconcile program activities, including reconciling A/R amounts at both the carrier and fund level between State USF databases and the Finance Department systems. Other reconciliation activities include line by line review of Carrier Remittance Worksheets which requires an understanding of basic financial and accounting principles.

5.?????? Oversee the Associate Manager AP, develop policies and procedures, and ensure compliance.? This includes adhering to state regulations for the State USF's in additional to following state and federal guidelines surrounding W9's, 1099's, sales and use tax, and payment of corporate taxes.

6.?????? Ensure that files for the B&C, Accounts Receivable, Accounts Payable, and Disbursements functions are maintained in accordance with company and customer policies.

7.?????? Identify situations where Finance can reduce the administrative burden of Operations by reengineering back office functions.? This will require extensive system and process knowledge as well as creative problem solving abilities.

Minimum education and/or experience requirements

????????? Bachelor's degree plus at least six years related experience; or at least eight years related experience; or equivalent combination of education and experience.

????????? Six years accounting experience

????????? Six years data analysis/management experience

Required skills, knowledge and abilities

????????? Proficiency with Word, Excel, Access, and PeopleSoft as well as a basic understanding of the development of web-based reporting programs is required

????????? Familiarity with state and federal regulations and precedents regarding universal service, and understanding of the numerous support programs and mechanisms employed by various jurisdictions is desired.?
